The Hebron Restoration Committee (HRC) was established in 1996 “to preserve [Hebron’s] cultural heritage, to revive the Old City by reclaiming abandoned buildings, and to contain and encircle” Jewish neighborhoods inside the Old City. HRC’s effort to contain Jewish neighborhoods by “increasing the Palestinian population density between them” is inconsistent with formal legal obligations such as the 1997 Protocol Concerning the Redeployment in Hebron. HRC receives funding from several European governments, including those of Sweden, Norway, and Germany.
