Hafez Mohammad Saaed was the co-founder and leader of Lashkar-I-Taiba (LIT), or Lashkar-e-Taiba, a group of Kashmiri terrorists headquartered in Pakistan. He once stated that “killing Hindus” was the “best approach” to the dispute between Pakistan and India over Kashmir. Saaed was arrested by Pakistani officials in January of 2003, but was released on the grounds that he could not be charged because he was no longer the head of LIT. Two weeks before LIT was banned from Pakistan, Saaed had formed a new group, Jamaat ul Dawa, allowing LIT members to continue terror operations by circumventing Pakistani law.
