A native of South Dakota, Charles “Chuck” Clayton was president of the Izaak Walton League (IWL) from 2003-05. He had previously served a stint as the organization's national vice president and was a member of its executive board for close to a decade.

According to Clayton, “The common welfare of conservation should have no political affiliation.” Yet Clayton himself was a consistent and outspoken critic of the George W. Bush Administration, whose policies he deemed generally harmful to the environment and to the agendas of environmental activist organizations. Moreover, IWL has long been heavily funded by numerous charitable foundations that support a wide array of left-wing groups and causes.

In 2006, Clayton, representing IWL and a number of other groups, testified before the Senate Subcommittee on Fisheries, Wildlife, and Water, on the subject of “The Waters of the United States.” He extolled “the benefits of extending comprehensive protections to waters such as non-navigable headwater streams and seasonally dry potholes …”

In 2014, IWL national president Bob Chapman presented Clayton with the organization's highest honor, its “54 Founders Award.”
