Born in South Dakota on January 11, 1951, Charles “Chuck” Clayton was president of the Izaak Walton League (IWL) from 2003-05. He had previously served a stint as the organization’s national vice president and was a member of its executive board for close to a decade.

While Clayton maintained that “the common welfare of conservation should have no political affiliation,” he himself was a consistent and outspoken critic of the George W. Bush Administration, whose policies he deemed generally contrary to the agendas of environmental activist organizations. Moreover, IWL has long been heavily funded by numerous charitable foundations that support a wide array of left-wing groups and causes.

In August 2006, Clayton testified before the Senate Subcommittee on Fisheries, Wildlife, and Water. He extolled “the benefits of extending comprehensive protections to waters such as non-navigable headwater streams and seasonally dry potholes …”

In 2013, IWL national president Bob Chapman presented Clayton with the organization’s highest honor, its “54 Founders Award,” which is given annually to “a person, group, or institution judged to have made an outstanding contribution over the years to the conservation of America’s renewable natural resources.”

In 2016, Clayton testified before the U.S. Senate Committee on Environment and Public Works’ Subcommittee on Superfund, Waste Management, and Regulatory Oversight. His remarks focused on the importance of healthy streams and wetlands vis-a-vis hunting, fishing, and the outdoor recreation economy.
