David Harris was born in 1957. He was a law professor at the University of Toledo College of Law from 1990-2007 and the Soros Senior Justice Fellow at the Center for Crime, Communities, & Culture in New York. He also was a member of the Civil Liberties Advisory Board to the White House Commission on Aviation Safety and Security.

In 2002 he published the book Profiles in Injustice: Why Racial Profiling Cannot Work. A strong opponent of racial profiling, Harris contends that “pre-textual [traffic] stops will be used against African-Americans and Hispanics in percentages wildly out of proportion to their numbers in the driving population.”
